Parent of British/Settled

I would like to join my 6 year old daughter in Scotland to help raise her. i am a US citizen. Can someone provide information?

I received my BRP card in july 2018 under FLR(fp) on 10 years route we did apply for 5 and 10 both. they said in letter that i dont meet english language requirement even though we didnsubmit my UK NARIC certificate confirming that my bachelor degree from australia is equivalent to uk one and on gov.uk it says i dont need english test if i get this. and they got me on 10 years route can i still change to 5 years route or am i wrong about UK naric?
